A community member submits a report (pothole, drainage, crime) with photo evidence and auto-GPS location, or discusses it on Voice Ghana.
The officer logs in with badge credentials, searches the citizen, issues a professional digital citation with surcharge terms, and refers the case to court.
The case enters the court docket. The judge records plea, verdict, and sentence. Payment is tracked. Bench warrants are issued for no-shows. A formal court order is printed.
Constituency-level dashboards show what's happening, what's resolved, and where the gaps are, with accountability scores published publicly.

Reporting a community problem shouldn't feel like a chore. Citizens get a clear form, a credits prompt when their report is resolved, and a record they can refer back to. Every report carries region, urgency and issue-type metadata so it can be routed correctly.
Officers authenticate with badge credentials, search citizens by name, Ghana Card, or plate number, and issue professional PDF citations formatted like real traffic tickets. A 1% surcharge is auto-calculated on unpaid fines after 14 days. Each case follows a structured workflow from Open through Court Referral to Closure, with full fine history visible on every citizen lookup.
Judicial officers manage every case from arraignment through sentencing. Each case tracks plea (Guilty, Not Guilty, No Contest), verdict, judge assignment, sentence, and payment status. Courts can issue bench warrants for no-shows, publish sitting dates for police to schedule against, and print formal court order documents. Surcharge amounts are calculated and displayed automatically.
The admin view aggregates everything: total reports, high-urgency cases, fines issued, revenue, parking violations by type, criminal cases by category, and court statistics. Staff accounts with verified logins are created here, letting actions across all portals be traced to real people.
Government employees on the ground collect verified citizen information: name, Ghana Card, date of birth, gender, phone, occupation, next of kin, with auto-detected GPS and an OpenStreetMap confirmation. Staff authenticate with verified login credentials tied to the admin portal. Consent is captured before submission.

CivicConnect Ghana grew out of a long-standing question: why does so much of Ghana's civic information stay invisible to the people who need it? It is now the centerpiece of my doctoral dissertation, framed as design-based research with utilization-focused evaluation, meaning the platform isn't just studied; it's built, deployed and improved with the people it serves.
The same evidence-first approach drives every product in the ecosystem: real users, real workflows, real data, measured, reported and refined.
